What is the CHED Scholarship?
The CHED Merit Scholarship Program is now open to all new freshmen who wish to pursue undergraduate college studies in the Philippines. This scholarship is open to apply for students from the following institutions:
- Private Higher Education Institutions
- State Universities and Colleges
- Local Universities and Colleges
CHED Scholarship also supports the education of academically talented students, especially those who belong to the following special groups like the following:
- Underprivileged and homeless citizens (RA 7279);
- Persons with Disability (RA 7277); and
- Solo parents and/or their dependents (RA 8371).
Benefits of CHED Scholarship

CHED Scholarship provides financial assistance of up to ₱120,000.
This financial assistance is provided to cover Tuition and Other School Fees, Stipend, Book / Connectivity Allowance.
For Students of PHEIs
CHED Scholars who prefer to enroll in Private Higher Educational Institutions (PHEIs) will receive the following benefits:
FULL PESFA
Annual Benefits – ₱120,000
Students qualified for FULL PESFA will receive a total of ₱120,000 as annual benefits, which are as follows:
Tuition and Other School Fees – ₱40,000
Stipend for living expenses – ₱70,000
Book / Connectivity Allowance – ₱10,000
Semestral Benefits – ₱60,000
Students qualified for FULL PESFA will receive a total of ₱60,000 as semestral benefits, which are as follows:
Tuition and Other School Fees – ₱20,000
Stipend for living expenses – ₱35,000
Book / Connectivity Allowance – ₱5,000
HALF PESFA
Annual Benefits – ₱60,000
Students qualified for HALF PESFA will receive a total of ₱60,000 as annual benefits, which are as follows:
Tuition and Other School Fees – ₱20,000
Stipend for living expenses – ₱35,000
Book / Connectivity Allowance – ₱5,000
Semestral Benefits – ₱60,000
Students qualified for HALF PESFA will receive a total of ₱30,000 as semestral benefits, which are as follows:
Tuition and Other School Fees – ₱10,000
Stipend for living expenses – ₱17,500
Book / Connectivity Allowance – ₱2,500
For Students of SUCs / LUCs
CHED Scholars who prefer to enroll in state university, local university and college will receive the following benefits:
FULL SSP
Annual Benefits – ₱80,000
Students qualified for FULL SSP will a total of ₱80,000 as annual benefits, which are as follows:
Tuition and Other School Fees – FREE
Stipend for living expenses – ₱70,000
Book / Connectivity Allowance – ₱10,000
Semestral Benefits – ₱80,000
Students qualified for FULL SSP will a total of ₱40,000 as semestral benefits, which are as follows:
Tuition and Other School Fees – FREE
Stipend for living expenses – ₱35,000
Book / Connectivity Allowance – ₱5,000
HALF SSP
Annual Benefits – ₱80,000
Students qualified for HALF SSP will a total of ₱40,000 as annual benefits, which are as follows:

Stipend for living expenses – ₱35,000
Book / Connectivity Allowance – ₱5,000
Semestral Benefits – ₱80,000
Students qualified for HALF SSP will a total of ₱20,000 as semestral benefits, which are as follows:
Tuition and Other School Fees – FREE
Stipend for living expenses – ₱17,500
Book / Connectivity Allowance – ₱2,500
CHED Scholarship Eligibility Criteria
To apply for the Scholarship, you must meet the following eligibility criteria:
- The candidate must be a Filipino citizen.
- Must be graduating high school student.
- Should have a GWA (General Weighted Average) of
- at least 96% for Full Merit Scholarship Program and
- GPA of 93% to 95%, or equivalent for the Half Merit Program.
- Applicants belong to the following special groups shall submit certifications and/or Identification Cards (IDs) issued by the appropriate offices or agencies.
- Underprivileged and Homeless Citizens under Republic Act (RA) No. 7279,
- Persons with Disability (PWDs) under RA No. 7277 as amended,
- Solo Parents and/or their Dependents under RA 8371,
- Must only have one government-funded scholarship program.
- Must enroll in the courses listed under the CHED Priority Program.
Required Documents
- Citizenship – Provide a true copy of your birth certificate
- Academic Records – High school report card for entering freshmen student qualified for college, and duly certified true copy of Grade 11 and 1st semester of Grade 12 for graduating high school student
- Proof of Income (any of the following):
- The most recent copy of a parent’s or guardian’s income tax return.
- Certificate of Tax Exemption from the Bureau of Internal Revenue (BIR);
- Certificate of Indigence either from their Barangay or Department of Social Welfare and Development (DSWD);
- Case Study report from DSWD; and
- Latest copy of contract or proof of income, for the children of Overseas Filipino Workers and seafarers
- Identification Card (ID) – Special Group (Underprivileged or Homeless, PWD, Solo Parent, Senior Citizen, Indigenous People)

Frequently Asked Questions about CHED Scholarship
Students enrolled at State Universities and Colleges (SUCs), Local Universities and Colleges (LUCs), Private Higher Education Institutions (HEIs) enrolled in CHED recognized priority programs may apply for the CHED Scholarship program.
Before applying for a CHED Scholarship, you must notify your school of your intention to enroll in the scholarship course. You must prepare copies of the needed documents for the online scholarship application.
The scholarship application is opened from May 5, 2025 to June 20, 2025.
The CHED Scholarship program covers tuition and other school fees, as well as providing a stipend and a book/connectivity allowance.
